I tried it again last night with the tool open to the cylinder, passing air, and it showed about 40-45 on the left gauge for me also. Most of the stuff I've read and heard says that higher test pressures give more accurate results because you are pressuring the rings to help them seal against the cylinder walls. At low pressures, all that is sealing the rings is the spring tension of the rings, so you should see more leakage.
